Sure, but what other program can do it?
The clients can't, because they won't have the full knowledge that the
wm has (e.g., the most common complaint is that all the clients show
up on the first desktop).
We could extend things, of course, but that wouldn't help legacy
applications which contact the session manager via the proxy.
