Because 0.16 isn't ready yet ^^ (on my side at least). 

Ideally, I would try to stay consistent with Linux distros by packaging the 
same versions as theirs.

0.12, 0.14 and 0.16 are "most wanted" considering this. 

Plus, as you know every version of Vala behaves a little differently. People 
may want to keep the same behaviour as time goes on.
