Still a bit off topic too, but for future reference,I'll chime in.

I did some checking for monodevelop+vala+windows and it doesn't work as of
develop 2.6
The plugin needs more work to work on windows.
The debug system needs *a lot more work* to work on Windows.

The vala plugin maintainer is a nice guy, often connected to monodevelop
IRC. So you can always try to drop a note.
