Vala's compiler works fine on Windows. The C code can be compiled with
mingw gcc.

These libraries have varying levels of Windows support. There's a lot
of work being done to make Gtk+ (2 and 3) work well on Windows.
GStreamer works very well on Windows. Other libraries vary.
