As was pointed out earlier : did you try re-running ./autogen.sh after
modifying configure.ac? The "libsoup-2.4: command not found" suggests
there is still an error in the configure.ac either you didn't fix it
correctly, or you didn't regenerate[1] configure after modifying it.

[1] this is what annoys me most about autotools, they don't always
regenerate files correctly when needed.
