sid has 0.5.7 and there is an Ubuntu PPA at
https://launchpad.net/~vala-team/+archive/ppa that should probably
work in Debian (though it hasn't been updated to 0.6 yet).  So 0.6
isn't easily acquirable yet.

The Ubuntu packaging suggests that you need these packages to build
from scratch:

libglib2.0-dev (>= 2.12.0)
bison (>= 2.3)
autotools-dev
flex
gnome-pkg-tools
xsltproc
