assuming Parrot has a more or less sane API, it should certainly be
possible to write a Vala binding and use it to embed Parrot scripting
inside a Vala application.

Adding support for Vala as a language to Parrot will be a lot more
complex, however, it's hard to tell whether there are major obstacles as
I don't know the internals of Parrot at all.
