Really, I think it should be "actions" instead of "applications" or
"commands."  You want to be able to open different applications
differently depending on what action is to take place.  Making this more
generic would help for things outside of g-v-m, like Beagle, where we
want to be able to do different actions but possibly with the same
application.

There is a spec to this effect on fdo, but I haven't studied it in any
detail:
