Many distributions change this icon, (in Guadalinex we changed the Gnome footprint to our own penguin mascot) so -IMHO- a customisable logo shouldn't activate anything. We even wondered about the idea of changing this icon to an arrow, in order to make its meaning a bit clearer for average users.

On the other hand, I am not sure about comparing it with Windows or OSX. Gnome is a very important component of a distribution, but it is only a part. Microsoft can use its Windows Logo in a desktop button because the full system is Windows, but Gnome is not the full gnu/linux system. 

We work with thousands of non-technical users and they won't discover the function of a footprint easily. These 'obscure' functions look (to me, of course) like the classic "easter egg".
