We have alt-f4 (as well as clicking the WM's close button), which waits a little while for the application to respond, and when it doesn't, pops up a force-quit window... it would be nice if it could detect non-responding applications instantly, but that might be infeasible. Compiz tries, but I don't think it does a very good job of dimming the right applications.

I agree that there should be a keyboard combo that lets you close a
badly-behaving program.

I don't know that necessarily means opening System Monitor. System
Monitor is quite large and slow, and it doesn't float on top of all
other windows (it would be annoying if it did). The interface for
closing a badly-behaving program should be small, it should appear
instantly, and it should float above all other windows, making it harder
for a badly-behaving program to hide it.

I think making the keyboard combo Ctrl Alt Delete would be good for
consistency with Windows, but bad for marketing.
