That was the original gtk implementation... unfortunately, those
shortcuts are consumed by some other controls, which led to bugs about
tab switching getting 'stuck' in some dialogs when you switched to a
tab on which one of those controls was focused (e.g. <http://bugzilla.gnome.org/show_bug.cgi?id=90938
>).
Since then, gtk has also implemented Alt+PgUp/PgDn, which is less
convenient but does work everywhere:
