[Usability] Empty menus in UIManager (bug: #171424)



Hi!

There is a bug[1] with a patch[2] that makes empty menus created with
UIManager insensitive instead of showing an "Empty" item in them (if
they are visible at all, note that by default they aren't).

IMO this approach is preferrable to having a useless popup to taunt
the user who thought that clicking on the item would actually lead to
something. The only drawback I've been able to come up with while
pondering this is that by being very clever, the user might fool
him/herself to think that the feature was disabled (instead of just no
options for it being available), but that's a bit too far fetched to
be a real concern.

So, if there is nobody with opposing arguments, could this go in sometime soon?
