And even within the Chicago Manual of Style, there are variations, yes.
But the basics are the same.

It does, however, allow you to use it in a sentence without quoting.

One advantage that the Java Design Guidelines have is that you don't
need to look up the capitalization in table all the time--use Headline
capitalization everywhere.

I agree the sentence capitalization does look better in some
circumstances, but the simplicity of Java's rule, and the ability to use
without quoting in documentation are pretty strong reasons to use
headline capitalization always.
