[Usability] Alt-drag panel items?

Hello everyone
I'm a huge fan of the Alt-drag trick for moving windows around. I was
wondering if the same thing could be done with the panel? Currently
moving panel items is a mess. Most can only be moved by right-
clicking and selecting move, although some of them (application
launchers) can simply be dragged—provided they're not locked.
Maybe we can simplify the panel by locking ALL items (thereby
removing the need for the "Lock" context menu item), but letting the
user Alt-drag them around (thereby removing the need for the "Move"
context menu item) and maybe even dragging them off the panel or into
the Wastebasket (thereby removing the need for the "Remove" context
menu item). This could free up the context menu for other purposes.
Does it sound like a good idea?
