By changing it in a subsequent file. So changing the wrapping mode in any file would remember it for (a) that file, and (b) all new files from then on.

A further improvement would be to remember wrapping per filetype: changing the wrapping mode for a file of known type would remember it for (a) that file, (b) all new files of that type from then on, and (c) all files of types that had not yet had a wrapping mode set. Changing the filetype with "View" > "Highlight" (which might need to be renamed, and would definitely need to be above "View" > "Line Wrapping") would change the wrapping to the default for that filetype, unless the wrapping had been changed previously for that individual file.

The same approach could be applied to get rid of many things from the Preferences window.
