Firefox probably did it because it had to show another popup bar on top
(the popup block bar), which could clash with the search bar. Its
visibility was more important, so it had to be on top.
However, this was decided after they had the idea to make the bars flash
in order to attract attention.
Provided the search bar flashes apparently enough, it seems to me
there's no reason to prefer top positioning to bottom.
