For elements of the panel, perhaps. for menu items, it
would be harder to ensure they're don't clash with the
menu text.

I've grown to like this idea.
But it's important that you keep it separate from your
theming ideas. Those are to do with the appearance of
GNOME. The top right corner idea is to do with
changing the way tips and the help system works. You
could imagine doing this with the current GNOME theme.
It's important to make mockups that show just one
change, so people can understand exactly what you are
showing, and how it would be on their system. That's
why I suggested a mockup of this in Clearlooks or
Human themes.
Also, for this to happen the help system would need a
lot of work. For starters, the help docs would need to
be good (I'm working on it) And then it would need to
be available in small chunks... which sounds a lot
like Shaun's ideas for Project Mallard:
