Mark actually implemented the window manager Move and Resize shortcuts
(Alt-F7 and Alt-F8) for the panel at one time. I forget why he removed
them, I thought they were pretty useful...

If it is, please file a bug... Ctrl-F10 shouldn't be used by anything
else on the panel, so that this shortcut is always available.
