A universal method that could move anything would be nice... the way
Ctrl+c is universally "copy" and Ctrl+w is universally "close", there
could be a single method that allowed moving windows, panels, desktop
items, applets, desklets, etc -- whether that method is a keybinding or
a mouse binding.

The context menu on window title bars gives me the keybinding Ctrl+F7
for "move", but "move" for panel applets apparently has no keybinding.
Also, the "Windows Key" works with the first mouse button to move
windows, and the icon on it even looks like a moving window!  Why not
allow that to move panels, applets, and so forth?

I believe you, but for some reason this doesn't work for me.  Perhaps
another binding is overriding it.
