[Usability] Bugs related to Fitts's Law

Fitts's Law is a law of nature, not an edict. As such, it cannot be broken
and everything (to which it applies) always "complies" with it.

When reporting usability bugs state the actual problem instead of stating
that something doesn't comply with or breaks Fitts's Law.

For example, instead of:

  "Scrollbars in maximized windows don't comply with Fitts's Law"

say something like:

  "Scrollbars in maximized windows should be on the screen edges"

(Note that, at least in this example, the strings are the same length, but
 the latter gets straight to the point.)
