[Usability] GNOME Menu: "Entire menu" for starters

I recently tried to add a whole menu to my panel and I must say I was
confused: To select options that apply for a whole menu, I had to select
an item inside that menu and open the submenu "Entire menu" from the
popup. Is this really intuitive?
In my opinion, the "Entire menu" contents should be displayed when
right-clicking the menu itself.
