Toolbar items costumization is listed as a requirement in the Toolbars section
of the HIG and it's part of the toolbar GEP.
I was assuming it was a Good Thing ;)
Some random thoughts.
(I'm ccing usability list, guess that's the best place to discuss it)
A possible use case:

In a web browser I prefer to keep one toolbar with only a few items(Back,
Forward, Reload, Stop, Location), while other users prefer to have two toolbars
with more items like Bookmarks, History ...
This appear to be also the difference of IE/Mozilla layout.
I'm not sure if one of these layouts can be considered just bad, it appears
like a matter of user preference to me ...
In general I feel the ability to have only the more often used actions on
the toolbar (and I guess "more often used" depends on user preferences)
good for usability because you can find more easily the items you need.
Anyway I'm hoping the usability team make a clear decision about this. If
it's considered not useful, I'm not going to complain too much, less work
to do ;)
