I agree... I have an enhancement request filed in bugzilla about this, I
forget the number off-hand. If you drop a panel near the edge of the
screen it should dock, if you drop it away from the edge it should
float. Anything else (orientation, whether a docked panel should span
the height/width of the screen, position so that keyboard-only users can
change things around too) could be set in its Properties dialog. Simple
:)

I'm kind of torn on this one... on the one hand, I think 'no' because
it's a comparatively rare thing to want to do. On the other hand, I
think 'yes' because every time I have needed to do it, that's the first
place I've looked :)
