Indeed... basically I think our ultimate goal should be for the panel
just to be a part of the nautilus desktop that has the special property
that you can't easily cover it up with other windows. There's no good
conceptual reason why you should be restricted to running applets on the
panel rather than on your desktop either, for example. Especially for
those people who claim to be able to see enough of their desktop to
actually use it for anything :)
