[Usability]Panel preferences

Probably an allready discused topic, so this post may be a question.
Setting's for the GNOME panel are delivered in two ways:
Panel Menu --> Global Preferences
Panel Menu --> Properties --> All Properties

Issue 1) Global and All???
2) Global contains "Auto-hide" speed. But to enable auto-hide, have to
   go to All Properties.
3) Global properties is usually first discovered in the Control Centre.
   First time user have *no idea* to right click on the panel and find 
there way
   to All Properties.
