[Usability]Panel clock showing seconds by default

I just submitted http://bugzilla.gnome.org/show_bug.cgi?id=88679, asking
for the panel clock *not* to show seconds by default, since this
constant changing may be distracting and the exact second information
probably isn't that important.

Since this is a highly visible change, please let me know what you
think.
