They shouldn't. This is probably indicative of an overly complicated
dialog that needs to be simplified. People don't do so well at searching
when too much information is "splatted" onto the screen.

Looking at Control Center... all the "dialogs" fit OK on a 640x480
screen. They seem like OK candidates for being a fixed size (and indeed
some of them already are).
