True, which is why Apple presumably won't be able to sell any systems to

This is the standard "activate menu bar" key on Windows and Java too,
and will also be implemented for gtk 2.0. It's just that Windows and
Java also have the mnemonics for fast access on menus.

Alt isn't just for fast access to menus, though-- in a Windows (or Java)
app, every labelled control in every window and dialog is supposed to
have an underlined character in its label that gives you fast access to
that control. It's a pretty important accessibility feature.
