Maybe for the English documents, but I doubt that much will change when
it comes to translation of documentation. There are no good tools for
sgml translation, and there is a real shortage on manpower for doing the
doc translations. In the Swedish team we have close to 100% translated
Gnome applications, but there is noone doing documentation translation,
and I know this situation is not unique.
So relying on users being able to use the docs will probably still be a
bad idea for the forseeable future.
