[Tracker] Switching to external libstemmer soon

Hi all,

So for as long as I can remember, we've been using an imported 
libstemmer in our tree and we've (almost?) NEVER? updated it, fixed it 
or done anything but use it.

So I've written a branch to use the packaged distribution version 
instead which I am sure has had many changes since our imported one over 
half a decade ago (or so).

All unit tests seem to work nicely and it was quite a simple patch. The 
branch will be merged after we do the stable releases in the coming weeks.
