You can pause with:

  tracker-control --miner Files --pause='Need CPU'

You can resume with:

  tracker-control --miner Files --resume=1

^^ the "1" there is the cookie given by the pause command.

For throttling, you can use tracker-preferences and change things on the 
first page there.
