Currently we assume text files come in UTF-8. But we also try encoding
guessing for ID3v1 tags in mp3 files, so we can probably also use it for
plain text files, it shouldn't be a big complication I guess, and
probably better than assuming UTF-8.

Can you open a bug about it?
