libtracker-extract is LGPL, can I write a proprietary plug-in for it to
handle a private file format (eg. a DRM file format) ?

GPL does *not* say that a GPL program cannot load a proprietary module as
far as I know, it only says that if you modify the software itself (vs.
load a dynamic module) you have to open your modifications.
So, as far as I know (but confirm this with a lawyer), you can write a
proprietary tracker-extract module.
