[Tracker] new files in miner-fs

Is miner-fs aware about the fact an application creates a new files and
provide for herself to create a new subject in tracker-store?
Which is the correct behaviour for a program when creating a new object
on the filesystem?: insert it in the store and attach interesting
metadata, or wait for miner-fs to provide first index and then attach
what is required?
