[Tracker] Bug 511752 -- Build fixes for Maemo platform

Hi,

We have had some build issues trying to get tracker going for the Maemo
platform. This patch fixes the issue by depending on autoconf 2.59
(instead of 2.59c) and automake 1.9 (instead of 1.7).
