No, strigi has XESAM support [1]. I imagine the reason they are pushing strigi with KDE 4.0 is just that it is their own - they can directly influence what new features to add / remove and when to do that (and synchronise with their own release cycle).
AFAIK tracker doesn't yet have a KDE/Qt frontend (which is a pity).
