I left out the test suite suggestion as its not mainly code based and
therefore unlikely to be acceptable to Google.

Hopefully there will be enough interest for me to register as a mentor
for all this.

If I understand correctly Trackers ranking is only done on indexing time (and this proposal is based on that assumption).
