[Tracker] [PATCH] po ignore files

Some files were accidentally added to po/POTFILES.in which don't
contain translatable strings (they are falsely detected by
intltool-update).
The attached patch adds these files to po/POTFILES.skip, so they get
ignored by intltool-update.

Please review and apply.
