Ok, yet another patch.

Changelog:
All pages:
- Added image link to CSS validation service

FAQ:
- Moved ul out of p element to restore validity of xhtml.
(Please check your patches to make sure your coding right, its kind of
embarrassing to click the "this site is valid" link and have it fail)

Index:
- Reformatted table to 2 column to use up less space and hopefully
allow people to find the news section.
