that file should be created by autogen.sh :

Running glib-gettextize... Ignore non-fatal messages.

Copying file mkinstalldirs
Copying file po/Makefile.in.in



have you tried a fresh checkout and autogen.sh?

also keep an eye out for errors when running autogen.sh.
