[Setup-tool-hackers] TODO file

I've updated the TODO file in the cvs module.
I am going to use this file to keep everyone posted
on their assigned tasks. If there is an item below your
name that you don't know about, it means that I need
to talk to you about the details of the tasks.

Fell free to add stuff that I've asked to do or to expand
(tree wise) any task that could be divided in minor tasks.

Items for Friday's status report should come from this list.
If you partially worked on a task, divide it into smaller items
so that we know what stuff actually is finished.
