[Setup-tool-hackers] Changing module name and be.pl networkfunctions.

Hey.

Who's using the network stuff from be.pl? Because this code is starting to
get longer and I'd like to move it into network-conf.in.

Also, Nat said it would be nice if we changed the module's name from
helix-setup-tools to ximian-setup-tools.
