[Setup-tool-hackers] Perl coding.

To all the perl coders, please use &my_function when calling it: that's
the only way perl reports calling a missing function (usually caused by a
typo). Perl is too permisive.

I've changed all the perl code to call functions like this, using a shell
script. I think it worked fine, as I made shure it did things the right
way and the code looks right. I'm running every backend to see that they
work.
