[Setup-tool-hackers] Dialup configuration.

Hello guys,

   I would like to bring this to your attention:  Red Hat 6 and Red
Hat 7 ship with one of the best systems for doing dialup networking.
Their user interface is in line with the rest of their desktop
efforts, which means that it is horrid.   This is the `rp3' package
which consists of rp3 and rp3-config. 

   But independently of its horridness, it happens to get dialup
right.  It seems like the core of the stuff they get right is the
wvdial program.
