I fixed that escaping bug in backend. But it seems You can't have 'Jacob
"ulysses" Berkman' in passwd file:

/usr/sbin/usermod -c 'Tambet \'pac\' Ingo,,,' ...  and
/usr/sbin/usermod -c 'Tambet "pac" Ingo,,,' ...

both make the same

tambeti:x:500:500:Tambet "pac" Ingo,,,:/home/tambeti:/bin/tcsh

line to /etc/passwd file.
