That I do not know.
This caused the missing thumbnails:
I did not backup the .cache folder and and after
restoring the ~/Pictures and the ~/.local/share/shotwell folders
I was left with partly missing event pics. ;-(
And looking for the best way to solve this.
About restoring the thumbnails:
*Here* it does not occur on startup, but on paging
the library photo pages.
That is why I suggested doing the same when paging the
event pages.

That would more convenient than looking up a random picture in
~/Pictures/2017/09/11
and using ImageMagick's convert to generate a thumbnail
$convert ~/Pictures/2017/0911/<img_xxxx.jpg> /home/.cache \
/.../thumb0000000000000bb9.jpg
The question is why shotwell thinks it doesn't need to recreate the
thumbs; it should do so on startup.
