[Shotwell] --no-monitoring does not work

Hello,

I'm using the current version 2.6.3 with xubuntu 17.04 and tried to stop the start up library scan by 
applying the -- no-monitoring parameter as described in the man pages but shotwell keeps scanning for ~15min 
and is not really usable during this time (too slow).
There are no error messages or hints in the shell.
