I'm using http://ppa.launchpad.net/yg-jensge/shotwell/ubuntu, since I use standard shotwell for production (i.e. for myself); and I'm using the gnome git tree for development.

apt-get build-dep can't know that because it was added to the latest
version only and build-dep operates on what the package management knows.

Btw, for Ubuntu you can also just use the PPA at
https://launchpad.net/~yg-jensge/+archive/ubuntu/shotwell-unstable for
development releases.
