O yes,
I see.
But can't you use jhead to put an Exiv header
with the correct time stamp in the jpg file?
I used
jhead -mkexif -ds2016:12:08 roaarrh.jpg
which set the exif Date to Thu Dec 8, 2016
and which was correctly imported by shotwell
and inserted in the Thu Dec 8, 2016 event.

which means this can not be used. Remember, we are talking of photos
that do not contain valid EXIF data - see the subject line.
