The quiana seems to be mate's ppa.
Try apt-get install libgtk-3-0=3.10.8~8+qiana
gir1.2-gtk-3.0=3.10.8~8+qiana and see if apt-get build-dep then works.
IMHO they have messed up their versioning.
I still get
sudo apt-get build-dep shotwell
